Ingredients
- 1–1/2 pounds lean ground beef
- 1 large white onion, diced
- 1 large green bell pepper, diced
- 2 tablespoons brown sugar

- 1 teaspoon garlic salt
- 1 (15 ounce) can tomato sauce
- 3/4 cup ketchup
- 2 cups all-purpose flour
- 3 teaspoons baking powder
- 1 teaspoon salt
- 1–1/3 cup milk
- 6 tablespoons melted butter
- 2 large eggs
- 1–1/2 cups shredded cheddar cheese
Instructions
- Fry the ground beef in a pan until brown, add diced onion and bell pepper, simmer for 5 minutes.
- Add brown sugar, Worcestershire sauce, dry mustard, and garlic salt. Then pour in the tomato sauce, ketchup and stir everything. Simmer covered over low heat while you cook the filling.
- Combine flour, baking powder, and salt in a separate bowl. Pour in milk, melted butter, eggs, and stir. Pour in the grated cheese, stir.
- Place the meat mixture in a 13 "* 9" baking dish. Spread the dough filling on top. Bake for 25-30 minutes in a preheated oven until golden brown.
Notes
- Stir constantly with a spatula while frying the ground beef in a skillet. Break up the clumps so it is crumbly and doesn't turn into one big cutlet.
- Optionally, you can replace green bell peppers with red or yellow ones. Or even substitute by celery.
- You can substitute any hard cheese you like for cheddar.
