- Stir in the milk, sour cream, ½ cup Cheddar cheese, onion powder, and pepper.
- Place half of the tater tots in the bottom of a greased 9 x 13-inch casserole dish.
- Spoon the meat mixture on top of the tater tots.
- Top with the remaining half of the tater tots.
- Sprinkle the other ½ cup Cheddar cheese on top and bake for 20 minutes or until the cheese is melted and bubbly.
