Preheat the oven to 375 F. Using a large skillet, brown the meat until fully cooked .
Add the corn and condensed cream of chicken soup. Sir to combine.
Stir in the milk, sour cream, ½ cup Cheddar cheese, onion powder, and pepper.
Place half of the tater tots in the bottom of a greased 9 x 13-inch casserole dish.
Spoon the meat mixture on top of the tater tots.
Top with the remaining half of the tater tots.
Sprinkle the other ½ cup Cheddar cheese on top and bake for 20 minutes or until the cheese is melted and bubbly.
